When I changed SGD to RM in KL, I would normally check SG/JB rates in HWZ or the defunct Arcade website. Most if not all the time, I got better rates in KL. But that is only when I change at places that gives better rates, e.g Pavilion, Mid Valley and Sunway Pyramid.
