Are you referring to TT at Raffles Money @Clifford Centre? They only waive the processing fee if more than RM50K. If you go to their Jurong Point branch, they will waive the fee for more than RM10K exchange

Market rate hit fresh record yesterday, Aug 6 at SGD 1 = MYR 2.56

Of course the local money changers won't give that rate.
