You can set the home button to double tap to turn off screen. It's under settings > buttons > home button > double tap action

Yes, I have activesg installed.

Edit: it's really ActiveSG issue. I tried uninstalling and am able to access the downloads app already!

But issue will be back when I install ActiveSG again...

Dont think so. Been using face unlock exclusively and the total battery usage by it is like around 1-2% per charge.
