Just updated to oreo locally few days back.

I also having the same problem. Stock and unroot.
Never used the app before so don't know when issue start occurring.

Ok, you can ignore my question on substratum. So you are on Oxygen OS 5.0.3 then...

And you already did a cache wipe. So I'm out of ideas on what could be your problem. Worst case scenarios are: Your OTA update went wrong, there's an inherent bug or some rogue app is taking over your downloads... but it seems unlikely.

Next course of action you can take can be 2 ways.
1. Backup all your stuff and do a factory reset to see if the downloads app is buggy in the first place.

2. If you don't want the hassle of setting up your phone from scratch, you can try to download the full 5.0.3 update zip (1.5 gb zip file) and update your rom from stock recovery. Then do another cache wipe in recovery before you reboot again. See if download apps still force closes.

That's up to you. I recommend you to at least do an update with the full rom zip. That basically reinstalls the full Oreo rom again. No need to delete your stuff. You can check out the xda link here.

Hi guys, if I have a new phone, instead of updating it via OTA, I can just download the latest 5.0.3 from xda and update my phone. After which, I can proceed to unlock bl, install twrp and root.. Did I miss out anything?

And when do I clear cache and dalvik?

Maybe u should have called them first before buying. just think of it, this phone comes from china, and china having super long holiday. means that a lot of parcels will be undelivered and will have a huge backlog, which means worst case scenario you could be in for a long, long wait.

Yes, I have activesg installed.

Edit: it's really ActiveSG issue. I tried uninstalling and am able to access the downloads app already!

But issue will be back when I install ActiveSG again...
