I don’t think it’s possible to answer that question without knowing what the objectives are. What would be the measure(s) of success? For example, are the goals to improve the health, well being, job satisfaction, and total compensation of at least 300 foreign domestic workers in Singapore by 2029? And what possible alternative options are available?

In SG,
learning curve is steep due to high operating cost. There is no room to make newbie mistakes.

The highest chance of success is when you are currently in the industry and u can start off with existing clients on hand.

But there are some ppl who start biz for the glamour and not the $.

So.... no clear answer.

I see surely there will be rising demand for helpers...
Let's suppose that's true.
  1. Everyone else can make the same forecast. It's not like Singapore's demographic trends are trade secrets.
  2. The Agency for Integrated Care lists 48 placement agencies. What would a hypothetical 49th agency offer that's better than what the existing 48 agencies (with their incumbency and likely economies of scale) can't already handle?

What is this list by AIC ?

Seems a lot of maid agencies not listed here. Better to get from this list ?

Here’s how AIC describes themselves (a portion of their “About Us” page):

In 2018, AIC was designated the single agency to coordinate the delivery of aged care services, and to enhance service development and capability-building across both the health and social domains. The Pioneer Generation Office was renamed the Silver Generation Office and joined AIC that same year.
