PAP sales tactic is almost always sell you futures and "pushing you to an edge" and backtrack from there - like giving u meaningless concession. For example, I wanna sell you a pen which cost me $1, and the market sells a pen at $2.
But they price it as high as possible (eg. $100) or honor as little as possible or grant u the smallest stake. Then you feel it's unreasonable and start to get pissed off.
When they sense this push back, then they give u discount by lowering the price to $80 (but still insanely overpriced). So for some reason, now you feel like grateful for the stupid 20% concession and you begin to accept $80 pen, which is still foolish anyway becos other place sells a pen at $2.
Basically, they are just trying to chew u up. Don't accept the insane Toll at Mafia-run highway, and the solution is to give them as little operating space as possible

(eg. no. of parliament seats). Level the playing field by making it a tipping point, where any swing in votes can truly work against them - this will keep them humble.
