than delivery veh bring them to certain clusters for the final sorting and delivery within the few blocks perimeter

so far I witness is they're arranged in small cluster for different blocks, and the delivery guy in charge is going his rounds, just gotta trust the pple and the police cctv as a deterrent

Bubble wrap can protect so much only. Quite apparent they just throw from the vehicle onto the floor.
