PC cannot shutdown but keep restarting when trying to shutdown

My PC keep on restarting when i want to shut down.
At first i thought my Windows 7 problem but then when i reinstall Windows the same problem persist
Also when i leave the computer on for too long it goes to sleep but cannot wake up after that even the PC is still running. I change to another power supply also cannot.

Anyone knows what may be the problem?

It may be your USB devices (Mouse or Keyboard). Go to device manager > Mouse/Keyboard > Right Click go to Properties > Power Management > Uncheck "Allow Device to wake up computer".

Hope it helps coz it had happened to me before. Remember to do this for both mouse and keyboard

My system listed at right side had frequent restart issue. Change rams, gpu, monitor and mobo sometimes still happen. Before test with another psu and hdd, I test with another psu power cable. So far no restart issue.
