PC cannot start / recommend upgrade

A few days back, I had a sudden crash on my PC with smeared colors on the screen (not BSOD), then reboot (unsuccessfully). After that, I can't seem to restart my PC, the power LED is on, the cpu/casing fans are turning, a quick read of the optical drive, but no HD activity and the monitor is always off in standby mode, no matter how many reset or power on/off.
The next day when I try again, the PC will manage to start until the loading of Windows, but will inevitably crash and reboot again. It will then remain unstartable for the rest of the day. Any views?

Anyway, I might want to upgrade a few of my components, namely the system casing, MB and CPU. Any recommendation? I am a light gamer (RPG and stuff), PC mainly for surfing net, watching online videos, and maybe some simple editing of videos and pictures.

My current system is an AMD Athlon X2 unlocked to X4, a Biostar mATX, 8GB of PC1333 RAM, Radeon 6870, Seasonic modular 650W, Samsung SSD with Hitachi HDD.

If you really wanna change all your current rig still ok.

But how old is the PSU already?

Aiyoh. Most likely I will change just the MB, CPU and system casing. The rest all reuse. Budget ... hmmm ... most value for money for my required usage lol.
