PC can't boot , not sure whats the problem HELP !!!

Hello , I'm posting bec I'm not sure what's the problem with my pc.
I bought the pc in march of this year and it was working fine. Afew months ago , I started to hear ticking sounds emitting from the pc , but it wasnt frequent and happened once in a long while , hence I did not suspect much. Two month ago , I began having difficulty powering on the pc, when I press the power button , the pc lights up and immediately turns off . I began suspecting it was a faulty psu. However surprisingly there was a week I wasn't able to power on my of till Sunday . When I managed to power it on, it booted my exact tabs that I accidentally closed the week before , as if it went some hiberating mode. Just a week ago , I was not able to turn on the pc anymore , the pc doesn' t even to see lights power on .
I went to change my psu today and I'm still not sure whether it is still working . Hkwver , after changing , I still encounter the same problems coming out of my pc zzz , help any one !

Please include all the specs that you have.

Motherboard:
CPU:
HDD:
SSD: (if any)
GPU:
RAM:
PSU: Old and New one

Most probably what i can think right now is your mobo faulty. But anyway just list down what you have so that we can help you further.

Mobo : Asrock B75 - Pro 3M
Gpu : i5 3450 de !
PSU : Seasonic s12 620w
Gpu : sapphire 7950 3gb
Hdd : Hitachi 1 tb
CD : HP de brand
Anything else needed ?

Hmm

Test the PSU by using a Paper clip test.

Basic PC Troubleshooting: Test A Power Supply with a Paperclip - YouTube

If it is spinning means good. If it doesnt then could be the PSU is faulty.

Haha alright ! I doubt it's the psu though , I just went to Cornell service center to change it !
Will post results later !
