PC Fan loud

Hi gurus, need your help here. I just bought 1070 and sometimes my pc will suddenly switch off the monitor and then the fan run very loud. Not sure if you guys can help me to find out thats the problem ?

I bought the palit 1070 super jetstream, i will download the software to check the temp. Just find it weird that i am not gaming but it just shut down the monitor and fan become very loud.

try:
reinstall driver
resit card & power cables to gpu

my guess is PSU issue.
