PC Fans start and stops

Hi,

My PC actually can start up a little while ago.
After turning off, and do some clean up the dust, it doesn't start up anymore.

When switching on the PC, the fan spins for a minute, and the screen remains blank, the fan stops. And this spinning starts and stops over again unless I unplug the switch.

Could this be the PSU issue?

Try take out the ram, clean the contact and put it back again with a little bit more force.

it does indeed sound like ram issue
