PC having random sound

Hi
I just got a custom build new PC and I keep hearing some turbo sound from my PC.
It sounds like the fan going into turbo mode (revving sound) but it quickly died down, like within 1-2 sec. And it happen for almost every 10min interval. I asked the builder and they say is fan sound, just turn the silent mode on then will go away. But i tried that and doesn't work. I also try to configure around the fan curve and it also still having this sound.

Does anyone know what might be causing this and any way to make it stop.

CPU temp normal surfing net is between 46-55 degree.

AMD Ryzen 7 7800X3D
MSI B850M Gaming Plus Wifi board
MSI Geforce RTX 5070 TI 16G Gaming Trio

One of the fans wake from stop state? Casing , cpu, gpu or even PSU. E.g 0 to 55C , fan is not spinning, hit 56C. spin up and temp drop below to 54C, stops, 10 mins later, hit 56C , repeats. Open casing, and listen for exact source then tweak fan curves to "bridge" that gap. If PSU... maybe change to another one.

i know gpu not running even when i hear that sound. Gpu fan i only see it run when i play game.
is it normal that one have to figure out what is the temperature to bridge the gap. with fan curve. last time never hear before such sound n adjust fan curve sia. is it a norm now?

1) Which is the CPU cooler?
Hope is not Aftershock as their fan are known to be loud.
Like some mentioned either tweak the fan curve or for MSI mobo.
Inside BIOS there's setting to tweak but depend which CPU cooler you are using.

Fan stop i do not like to use für case fans or CPU fan. GPU is OK.
Some fans cause a kind of "tik-tik-tik" sound when they fall below the PWM threshold and restart.
Also if fans stop there is no air moving in the casing the RAM, SSD, Mainboard VRMs get no cooling air.
For my rigs i generally try to find minimum setting around 400rpm go have minimum airflow.
