PC suddenly can't turn on

Hi, need some advice/help. Thanks!

Ytd tried to boot but all fans would spin for a brief moment (1-2s) and then it would all be off. Unable to reach post/bios screen. It would loop over and over.

2nd time having this issue. 1st time was the day before ytd. Reseated everything and after awhile able to boot and did a few restarts and it was fine.

Already tried reseating, removing everything except the necessary psu, mb, cpu fan, ram. Cleared cmos. Did the paperclip test and psu fan is at least running ok, but it could be it couldn't supply enough volts to power on pc?

Any advice or suggestions? I suspect it's the psu (5 yrs of warranty just ended June this year *sigh*) or could it be my motherboard's fried?

Bootloop at BIOS means mobo chips have issues.

Yeah I have the feeling the bios chip up lorry le. Tried swap psu still the same. Also tried swapping cmos batt. Gonna get a new mb next week.

Weird that I read 3 separate guys having the same prob here and I can't find anything about this on Google.
