PC unable to boot.

Hello all, need some help here.
Just tried to start my pc but altho fans start running but there's no image.
Opened up my case just to see if any cables loose then when I touch the "blue part" of the motherboard (sorry dunno what is this called) it feels rather hot.

Is this normal? And sign that my motherboard has gave way?

Is the rig profile on the right is the one having boot issue?

the blue part also called heatsink for vrms. but maybe u can try removing that gpu of yours and use onboard gpu totest and see?

could be ram problem also. try booting your com with 1 ram stick first.

Anyone has any idea what does it mean if the VGA led is lit up ?
Tried to google and swapped the PCIE slot but still the same error LED

could be either issues, your VGA slots is spoil or dustly else, could be the gpu issues.
