For me it was possible, I have my own Pasmo that's personalized; but I got that card few years back so from that page it seems to me the interface has been updated.

Generally if a number is needed a Japanese number is needed. You'll probably not need a personalized card if you're not planning to go back to Japan within 10 years, as the card expires in 10 years upon non usage. A non personalized Pasmo should be safe enough unless you do not place your card in your wallet or something. I've ever tried losing my 2 day metro pass when it fell out of my pocket when I retrieved my wallet, but you'll be safe if you keep the card in your wallet. Scanners are able to detect Pasmo cards in wallets even if you have a credit card in there, unlike Singapore gantries which fail if you have a credit card in your wallet and you try to tap the entire wallet.

so far i only have a personalised suica commuter pass; you can probably enter some random number starting with 080, 070 or 090 at your own risk

Yes & i'll be going Japan again during the 2017 CNY & to those who doesn't go within the 10 years it's as good as a souvenir. I guess i would need to get help from my airb&b host.

I just made mine last nov. It was what the blog has posted. I just entered my Sg number 65xxxxxxxx and it worked.

When I lost it in Jan this year, I wanted to re-issue it, but the reissue fee was 500Y and I didn't actually have much balance left in the card. Considering the trouble of having to communicate with the station master and possibly having to wait for them to reissue the card, I decided to just get a new one.

Glad to know we are able to registered with our 65localnumber. I'm planning to use the amount till the least & if i lost or felt like getting another card from different train company my lost will be keep to the lowest.

I got mine yesterday, no problem entering my 65localnumber. It was 5 degree around 5pm Japan time, ears & nose are chilling. Can see smoke while we chatting on the street.

I brought my card at Haneda airport at 3000 Yen(2500 Yen in credit, 500 Yen as deposit). Done another top up of 3000 on the next day after my Yokohama trip. I'm left with abt 2000 Yen in my Pasmo card now. Cleffa, i think it's okie to top up 20000 Yen or even 40000 Yen if you are lazy to Q for another top up. Fyi their family mart & convenient store do except Pasmo card too.
