NCPS has the most number of PV. How come school didn’t reject PV applicants? If base on last yr statistics, school roughly will know how many vacancies will be left at Phase 2B.

Actually alot of statistic can be predicted even at phase 1. School will check with current parents how many siblings will be registering for that year. Then from there can tell how many placements for phase 2A then they can restrict the number of MOE Kindergarten students from registering.

their PVs are governed not by the sch but by huayguan + grassroots

SHHK 80 hours
but give out more than 300 letters for an overall around 150 openings in their schools...

Wah, do 80 hours of PV and still don't get a place at 2B. Cannot appeal ah? Tiagong some 2B high profile volunteers will request to be put on waiting list. School's waiting list is not under MOE jurisdiction.

If didn't get at 2C. Is panic mode as only left with 2CS. Popular schools won't be available at 2CS round.

Some popular schools cap the number of PV to less than 20, only selecting very high quality parents' involvements to propel the school further from rest of the pack... hard truth...

2B is not just PV (NCPS is under SHHK).
Grassroots is also under 2B which the school has no control as well.

High quality PVs will more likely join the school's parent association and participate actively

2B is a waste of time, should reallocate to 2A, MOE kindergarten of the sch of interest to phase 1
