Budget: $200-250. Absolute max is $300.

Quad core + 1GB RAM is probably expected at this price range; 4-8GB for internal storage. 5-8MP and good picture quality is preferred (5MP is probably typical at this price range). Screen size should be the typical 4.5-5. Dual SIM is not required, but a bonus.

1. Outside of Xiaomi, what other brands and models are recommended?

2. If one restricts the brand to Samsung only, what are the recommended models?

I would say, unless you're looking out for resale value, theres no need to restrict to reputable brands, xiaomi 4i as well as many other phones will fit ur description, and you probably wun feel a difference

I've seen complaints about Asus's customer service (including RMA), so a bit hesitant.

The intended owner prefers Samsung, so...

Around $300 maybe can get something that fits your requirements.
