Please recommend me a GPU for video editing

Hi all, i'm using premier pro, most of the time I'm exporting 1920*1080, 60fps video.

It takes around 2 hours plus to export a video of length 40min, I already play around with the premier pro exporting setting, I can reduce the time, but the video quality is much more worst. So i'm thinking is it possible to shorten the exporting time by upgrade my GPU? My budget around $700, willing to add if higher end GPU is worth the price.

I don't want go out there and grab the $700~$800 GPU in the market, I worry my CPU will be the bottleneck to it.

Below is my 3 year's old PC spec, it's not high end though:

CPU: I5-9400F
MOBO: GIGABYTE B365 M AORUS ELITE
GPU: PALIT GTX1660 6GB OC GDDR6
HDD: ADATA XPG SX8200 PRO 512GB NVMe GEN3 SSD
RAM: CORSAIR VENGEANCE LPX 2666MHz 16GB KIT * 2
PSU: CORSAIR CX550M 550W
Monitor: Dell S2721DGF

I not sure if it's the same but it just took me less than 5 mins to convert 42mins mp4 drama to AVI (128mb => 18gb) using Xmedia recode. My computer not far better than yours (see my profile specs) . Why not give this DaVinci Resolve a try instead of adobe premier pro ?

Actually, if I am not mistaken, Nvidia Quadro cards are the go-to cards for video editing.
That was back in the days, when I did video editing projects.

I think Nvidia still make these cards, but the newer RTX version.
Adding more RAM may help to reduce the time of the output, the rest will be adjusting the settings in Premiere Pro.

Please take note that free version of davinci resolve does not support Hardware Acceleration. However, on HEVC I am sometimes getting HWA (only during export). As for H.264, I didn't get HWA when exporting.

Your CPU seems to be the main reason bottleneck for export, reference from other similar system benchmarks.
