Have a Prestigio Externo hard disk from years back, lost the cable so bought a new USB cable to try power and read the contents however laptop doesn't recognize.

Anywhere to buy the cable which also have the secondary power plug to 'power' the drive?

Some accessories shops in Sim Lim Sq would still have such USB Y cable.

Example.

Note that the right usb is for the external hard disk and the center usb connect to USB port of computer for access the HDD while the left usb is to connect to USB 2.0 port only for the extra power.
The left usb is usually white in color to indicate for USB 2.0 port.

The IDE to USB 2.0 may end with 2 USB 2.0 as similar to USB Y cable for extra power.

Not sure but USB 2.0 Y cable would be cheaper than IDE to USB 2.0 type.

Go for USB 2.0 instead of USB 3.0 for compatible with such old IDE HDD.

Most likely the harddisk is dead, as it requires 5v 0.5A only (usb 2 can supply 0.5A for a single port), so your cable with single head have enough power.

Don't think its worthwhile to buy cable or adapter, no point in reviving it unless you have the spare cable or adapter. Its only 40gb. If you spend $5 to get the adapter, can get 160gb sata hdd already. $10 getting the usb to ide casing, you can get 320gb or maybe 500gb sata hdd.

Or for $8 you can get 32gb samsung micro sd card in it show :)

I just realized, the picture you provided, the black hole on the left may be the power plug, so, you may want to get this $1 cable to try,

Or $5 to get the casing :
