its not just yr immediate boss say
all dept heads are involved because there is this fair & sq thing in promotion
amongst dept. every dept wants to promote their staff
but company has a budget therefore not everyone will get it same time.

Yes moi know ppl like that. Just need show offer letter from others so coy can counter offer. Moi know a guy got 20% hike offer and accepted counter offer of 15% during probation period.

You can use the same tactic for annual pay review, don't bother wait for annual increments of a few %. Show offer letter and negotiate with HR.
