possible upgrades due to recurring problem?

Hi, my pc is pretty old and when i press the power button it just goes on for 3secs then restarts again into a loop unable to boot into windows (SSD)

Things i have tried:
replacing cmos battery
cmos jumping
taking out HDD, SSD or ram to see if each is affecting the reboot.

i can only assume that the motherboard is spoilt? since it does not boot into my SSD and it just keeps restart without even entering the bios screen.

my question is what are the possible upgrades (mb+cpu maybe?) in this scenario. budget is best kept to a minimum if possible say <200??

specs are:
asrock b75 pro 3-m with i5 3470
gtx 970
samsung 240gb ssd
hitachi 500gb hdd
2 x 4gb ram
seasonic psu

Aiyo it's this motherboard again. The motherboard with the reboot loop problem. Cheapest way is to replace your motherboard. Look for lga 1155 motherboard on carousell, lazada, taobao aliexpress etc.

You can look for a used MB but I won't spend more than $80 on it.

You can consider a MB+CPU+RAM (you need DDR4) upgrade instead.

It's really up to you. You can fix it easily by replacing it with another lga 1155 motherboard at probably less then $100. By buying new system you gonna get new ram (ddr4) cpu+mobo and this could easily cost more then $300 depending on what build you planning.

If your usage not demanding and you using for simple workload. Watch show, youtube, play esport games or you just gonna game at 1080p 60fps just replace motherboard for cheap fix.

If money not a problem for you and your usage is very demanding, your gonna play AAA games and doing graphics designing work or need to game at 1440p, 4k just buy new system perfect time because ryzen 3000 series just launch and new GPU like geforce super series and radeon XT 5700 coming out also. Then sell all your old parts to recoup your losses.

Carousel got new ones.. old stock. look for that. Some owners got spare board to let go as well.

ok will get a temp board, upon changing the mb, do i need to re apply thermal paste to the cpu and be able to use existing cpu stock cooler?

Yes you need to reapply a fresh pea size thermal paste to the cpu once you install the cpu processor onto the new motherboard. Make sure you remove the old thermal paste first on both the cpu and the intel stock heatsink fan first.

You can use back the intel stock hsf cpu cooler.

how does one remove tbe old thermal paste? its been 7 years ish, do i scrape it out or smth?

Best way and safe way is to use alcohol wipe or Isopropyl alcohol with lint free cloth and wipe off the old thermal paste. Then reapply new pea size thermal on the cpu.

Although I myself just use a tissue paper to wipe off the thermal paste. As the old thermal paste will harden overtime so might need to wipe a few times. I lazy to buy alcohol wipe and scare to use water so I just use tissue paper wipe it off then reapply thermal paste. Works fine no problem cpu temp is good after new thermal paste reapply. But don't follow my example la just use alcohol wipe or Isopropyl alcohol best. Watson got sell. Some got sell bottle one. Some got the alcohol wipe one. Cheap cheap.

ok thanks for advice. btw if i were to re-use hdd and sdd on new mb and OS being on sdd, will it still work just like plug and play or do i have to re-install OS again? because i was hoping not to lose any data..
