They are considered batteries but there are no guidelines whether you can bring them into the cabin.

you can bring. so far only guidelines from China is that the max to bring is 2 pieces into the cabin.

Singapore havent encounter anything like that~

Flew to US / Japan, brought my portable charger onboard. Didn't use on the new config flights where they provide a USB port at each seat, but used some for the old config planes. No issues with security.

No problem. I've brought my powerbank, as well as spare phone batteries and spare camera batteries on board to Korea, Japan, China, Australia, and many other countries. No issues.

I think there's supposed to be some limit, but I have like 3 spare cam batteries and 2 spare phone batteries plus the powerbank, and was never stopped or questioned.
