PR Application and Passport Application

Hi! I am posting this on behalf of a friend (Chinese citizen PR) who recently gave birth.

Anyone can advise what is the application procedure for them to apply for
1) PR Application for their newborn;
2) Chinese Passport for their newborn?

I checked the Chinese embassy website but it doesn't contain useful info :(
