Private medishield- dependent foreigner

I have a friend who is a singapore PR and she would like to cover her mother (a Malaysian) for private medishield plan as a dependent.

Her mum is 58yr old this year. Is there any company that allows such an arrangement

Foreigners without any valid pass in Singapore won't be able to purchase private shield plans. You can get your friend to apply for a long term visitor pass for his mum and subsequently apply a shield plan for her.

If there's no valid pass, the only option will be to get a global health plan which will cost substantially more and is all payable in cash.

It seems like aia able to apply? But she was looking for other company instead of aia

If her mother stays in Singapore, she must have a valid pass, then she can apply AIA or NTUC.

If she is not staying in Singapore, then no point to buy private shield plan as it is designed to cover hospital expenses in Singapore
