Hardly equivalent to the top end cards, the same game on PS4 and PC, in comparison (also depending on the port), PS4 usually has reduced shadow quality, specular and particle effects if not lower quality textures due to hardware limitation, not to mention the occasional 30fps lock.

MSAA is a cheap performance cost in current generation of PC graphics even the low to mid range can handle well at 1080p, and there is a more comprehensive set of AA options for better graphics quality.

But of course, PS4 games ported to the PC can also have exactly the same graphics without much improvements which are usually the disappointing cash grab ports.

PS4 games typically adhere to the console's capabilities, example the recent Nioh, changes its resolution 2160p to 720p accordingly on the PS4 Pro, while being pretty much a 720p to maximum 1080p affair on the PS4.

Those GPU of around 1.84 TFLOPS is about the same as PS4, e.g AMD 7850. Usually a mix of medium/high settings are used and most games are targeted to run at 30 fps...

Those trying to run 60 fps usually have drops, either in resolution or frame rates e.g Titanfall 2 actually resort to 900p.
