Did you change TV/monitor?
Try hold power button to shut it down.
and/or power up to safe mode, change display resolution to lowest, reboot....

Shutdown unplug and disconnect the power cord for 5-10 mins.
Try to boot to safe mode again(press and hold for 7 secs/til 2nd beeps)....see how?
...it shouldn't shutdown on 2nd beep....

Not sure if you can swap hdd just like that....

How to Start Your PS4™ in Safe Mode
https://support.playstation.com/s/article/Safe-Mode-PS4?language=en_US

1) Turn off the PS4™ by pressing the power button on the front panel. The power indicator will blink for a few moments before turning off.

2) Once the PS4™ is off, press and hold the power button. Release it after two beeps: one when you first press, and another 7 seconds later.

3) Connect the DUALSHOCK®4 controller with a USB cable that transfers data and press the PS button on the controller.
