PC refused to turn on. Power lights not turning on. However USB peripherals such as keyboard are lighted up.

In the end, I assembled everything back into my PC. I then tried the On/Off PSU switch several times, and PC boots as per normal. Everything works.
Reset Button works. However the moment i shutdown Windows or shutdown the main power switch, PC refuses to power back on again.
Basically if i cut power, i have to manually trigger the On/Off button @ back of the PSU, several times, to get everything working again. Is my PSU faulty? or maybe the MOBO?

- Removing 1 Ram
- Changing Ram to diff slots (1/3 to 2/4)
- Removing GPU (my mobo has its own internal card)
- Disconnecting everything except MOBO and PSU

- PSU test by the "safety pin" method to bridge green/black wire of 24pin connector.
- Manually press the On/Off switch @ the back of the PSU, about 3-4 times before PSU fan will spin
- After the above, PSU fan spins for about ~30 secs then stops
- Turn power off, connect stuff back 1 by 1 and repeat.
