PSU Problem?

My friend has some issues with her desktop. After pressing the power button, the PSU fan just spins for about a second and stops. No display on the monitor as well. Any advice guys? Is it the PSU that needs to be replaced?

Just Saying. Last time i had this issue was when i did not turn on the power supply from the back of the power supply after cleaning it inside. Then when power on still can spin for a second and stop.
Otherwise if its not this then most likely spoil.

There are alot of possibility. Its either faulty PSU, connector not connected properly or wire short circuit.

Disconnect every connector from PSU and do a paper clip test.
If pass = PSU no problem.
