Purchase of GPU

Hello!

I am currently considering between Powercolor R9 280 turboduo($285) from SLS or Sapphire Dual-x R9 285x($369 w/o discount) from lazada.

The price difference between both cards are pretty significant so is the powercolor reliable?

Secondly, will I be eligible for the AMD never settle bundle if i purchase either card? Like fully redeemed codes etc..

Lastly, for a price range of $250-$350, are there better options?
