If 10 years ago I failed to make the cut, what way can I have to go into OCS again? Must I take the long route and go to FWO then promote to 2LT then maybe can go insai ocs seeseerookrook? Got shortcuts to go ocs?

Before talking about shortcuts, you must be able to meet the cut first, but you might not be able to make that cut.
