Question about rig upgrade

Hi bros,
I have been thinking of upgrading my current GPU (Nvidia GTX460) to play upcoming games and was looking at the R9 280x. I was informed that in order to get the maximum performance upgrade, I also need to upgrade other parts of my current rig - namely processor/mobo/PSU. Is this true?

Also, if I have to upgrade my MOBO/PSU, any recommendations? Budget about 600-800 bucks. No need for monitor/kb/mouse

no need upgrading anything else cause 2nd gen i5 still very solid for gaming. Only your PSU if its too old consider changing it.

I do wish to play BF4 on ultra setting, and particularly looking at the upcoming dragon age inquisition. Reason for upgrading of GPU is because I can barely play BF4 on low setting.
