Question: Ignored members can still quote my posts?

Maybe it has been like that for years after the new system, I just didn't notice until today by chance (since I ignore those members)

I'm afraid that is the case by default. You ignored another user, however that user is not ignoring you and will still be able to see and quote your posts. We also cannot force other users to not see your posts (or ignore you) when they had not chose to do so. In short, it is a one-way thing.
