Question on CPU Cores

hi all, how do i know my pc is using all the cpu cores and if not how do i enable it? i always thought it always use maximum cpu cores straight out of box

Yes and No.... It depends on the software you use...

If you use a software that is written to use multiple cores, then it will use all cores. There are some software that was written with one core in mind.

I believe you are referring to MCE.

Your PC will use one core or multiple cores depending on the software. There is nothing to enable or disable.

By default MCE is off, therefore the more cores you use, the lower the max clock-speed. For example, the i7-8700K runs at 4.7GHz single core but drops to 4.3GHz when all 6 cores are used. If MCE is enabled, all 6 cores will run at the full 4.7GHz.
