Question on FOREX

Hi I have a two questions on FOREX, one is academic and the other is asking for opinion.

1. Is there any material difference between "USD strengthens against SGD" or "SGD weakens against USD"? Or is this just a matter of preference or point of view.

2. MAS recently announced tightening of policy to allow gradual appreciation of SGD; however, the USD-SGD has been going up from 1.35 to 1.38 (this morning). Any insight or comments?

1. Same same and you are right normally used with the context of your point of view.
2. Gradual appreciation means they have widen the band based on a basket of currency and also adjusted the steepness. You have to look at SGD vs the currency of basket. Look at MYRSGD for example. SGD has appreciated lots. Even EURSGD. It is just that USD currently is on the trend up that makes other currency much weaker including SGD.
