Interest rate is always tied to Inflation.

You might wanna check the inflation of that year.

Inflation was quite high i remember.

You might also want to check Interest rate of Australia, New Zealand, China during that period.

Even ECB raised rate i remember.

All these were causes the Quantitative Easing implemented by Federal Reserve a year before that.

long term chart as you have posted subsequently indicates how insignificant this is.

you want to see spike? look at cyprus or india.

This looks like a data collection issue. It looks like the points have gone from daily (or weekly) before 2010, to monthly afterward. What's your source for the data?

The chart isn't wrong (it's just bad data), but your conclusions from it however (fewer data points recorded = stability) could be.
