If i upgrade my current 12gb ram in my com which consists of
2x4gb(667mhz)+ 2x2gb(667mhz), total 12Gb to
2x8gb(2133mhz) total 16GB,
will the speed difference be noticeable?

No, beyond 8GB RAM upgrades generally only benefit if you are doing RAM intensive things like Photoshop.

Upgrade to a fast SSD or upgrade your system will give you more noticeable speed improvements.

Thank you , my system is now on SSD already.
I checked i only use half of my ram anyway even during gaming, tested on DIRT 4, and 20 tabs on chrome.

First gen i7 860 able to keep up with GPUs up to 1060 6gb / rx480, beyond that, there will be cpu bottle neck, so pick your choices wisely, recommend to go for an overhaul if Budget is more for you, but if it's limited can consider just bumping the GPU. Also would depend on the resolution and type of game titles u play.

second upgrading GPU first. At least that one can bring over next rig.

More RAM is to prevent memory paging (borrow SSD space to prevent memory full). The speed at most can feel one is from loading and saving and editing. Loading game not as much, cause once game running liao it's more or less loading texture and vertex directly to GPU memory.

EDIT: also you buy DDR3 now, your next rig definitely cannot use.
