actually indigo22 is half right, i did use the steps mention by him but there's one more step b4 tht, go to edit ->stroke.

this is just one of the many ways you can o it, can search for them using google, easy as pie

another alternative is to download faststone image viewer,they got such function to add but u need to experiment a bit to get the borders looking right
