Is there any Telco plans that is affordable? Currently using Singtel.

My sibling is stationed overseas (Thailand) and need to answer calls from Singapore banks for banking needs. easily hits $100 for IDD charges per month as Singtel charges SGD $4/min (even for missed call. they charge when your phone starts to ring).

Port his number to TPG 80GB SIM Only if it's under someone else that's in Singapore right now.
Else, sign a brand new number also can, but have to update all contacts.

Use TPG 4G Voice app.
(Native VoLTE is possible too but not all devices support.)

Can receive incoming calls and make calls through the app. Not only calls to Singapore is free (unlimited calls to mobile + 500 mins calls to landline), he also can make 300 mins outgoing IDD calls to certain countries (21 destinations, see TPG website) using his Singapore number for free.

As long as there's DTAC in his area, the 2GB Roaming per month can be used, but ofc do get local data plans if needed, preferably AIS or TrueMove-H (more networks - better redunancy).

IMHO.

Check out the following. Not sure about the pricing.
International Roaming - https://nexwavetelecoms.com/index.php/voice-services/

TPG have roaming to Thailand. Also have IDD. Looks not too expensive.
You have to find out how to forward from Singtel to TPG ( if it is even possible in the first place)
https://www.tpgmobile.sg/roaminghttps://www.tpgmobile.sg/IDD
If permanent, can look at DIY from Mobile -> VoIP -> Mobile Phone !
This project has been on my mind for quite sometime ….. :D
Unconditional call forwarding on SingTel is supported, but the sim card must come back to Singapore and be on SingTel instead of roaming partner. However, that's only valid for calls, not SMS. Also, outgoing calls using the TPG number will also not be the one that everyone knows.

Roaming Call Forwarding will be charged both incoming and outgoing call rates. This is why his personal line would have to be in Singapore, at least it is charged as local airtime charges and deduct from his call bundle (overages may apply, but it's significantly lesser than roaming.)

Tpg can be an option.

But I still highly recommend MyRepublic talk app. (Able to toggle on and Off) data is still more reliable with a very very small price point)

The brother stationed in Thailand. Coverage inside Singapore doesn't matter. Plus, data roaming isn't included in the MR plans for free, so the last part doesn't matter.

A simpler solution. If your brother is there long term, I presume he has a Thai number for day to day and work purposes, since it's silly to clock overseas call/roaming expenses. In which case, update the bank's contact number to the Thai number for the duration that you're there. The bank will have to call the Thai number to get to you, and bear the necessary charges if the calls are that critical. When the stint is done, update the number back to a local one.

Or apply for a SIP number and use that for correspondence. The pricing is definitely much cheaper, and you satisfy both ends. Just explain to the bank you're based overseas and to call that number for all voice correspondence.
