For video watching and surf net, even the cheapest laptop with Intel Celeron/Pentium dual core processor at $500 can handle without issue.

For light gaming, depending on what games you play and the screen resolution you play in. Try to go for core i3 processor or quad core processor for heavier 3D games, with at least 4GB RAM.

Graphics wise, would be good if it has discrete graphics from Nvidia or AMD, but you can also get by with Intel integrated graphics if you are willing to compromise on graphics quality (only low to medium) and do not expect full HD 1080p (1920x1080) 3D gaming. Playing at 1366x768 or 1280x720 should be OK.

Games can range from simple 2D web based/Flash/Facebook games, to Battlefield 4. So huge difference in term of system requirements, and do manage your expectations. You're not going to get 60 fps playing BF4 on laptop unless maybe you have Alienware laptop.

Recap:

Minimum for gaming
CPU: Intel Core i3 / AMD A10
RAM: 4 GB
Graphics: Integrated Intel HD Graphics (not advisable for heavy 3D games, YMMV), AMD integrated graphics is much better than Intel's.

Recommended for gaming
CPU: Intel Core i5
RAM: 8 GB
Graphics: NVIDIA/AMD dedicated graphics

This will depend on your internet connection, not the laptop.
