for my parents to use it when ever they go oversea.
budget is below 200$

If they have a good camera phone, they could just use that instead of a cheap point and shoot since the image quality won't be significantly better.

Otherwise maybe get a 2nd Hand Canon S110 for image quality.
Or if you just want zoom, any sony, nikon or canon camera at that price point should be fine.
