Recommend budget setup

Hi guys,

My friend would like to set up a budget rig. Need monitor, keyboard, OS, mouse. Honestly, not much use for it, just a computer at home just in case need to send urgent email and such.

Dell Inspiron 660 Mini Tower with 21 Inch monitor is $820 already:

Do you guys think a DIY budget rig can be even cheaper?

Her budget not more than $700. Monitor can go 19 inch also ok, I guess.
