Sharkoon MS140/120/ MA-W1000 A1000/ Silverstone PS08/ Cooler Master 341/342/N200 spring to mind immediately. Not too expensive either.

The Cooler Master Elite series and Sharkoon MS140/MS120/MA-x1000 also offer 3.5" drive bay and top-mounted PSUs? And they're quite common? Guess budget casing design all like this bah? :s22:
