Your budget can squeeze in a ssd. Ssd is for you to load your os fast and on top of that a much responsive os. If you are just gaming 4gb ram should suffice.
A 3350p is the same speed as 3470. Just that lesser power consume and no integrated gfx. Which in turn you dont need it if you have a dedicated gfx connected.
ODD is optional. You can always install os using a thumbdrive.
If you think you dont need an ssd then can follow jian recommendations.
