Not over clocking
Dun need keyboard, mouse, monitor.
Need OS.
Use for Gaming and general use.

Might as well future proof a bit. Now can get 1070 also because a lot upgrading to 1070 Ti. Get a i5 8th gen for gaming - AMD Ryzen is a great multipurpose CPU with a lower power/heat consumption though. But I think wait for Ryzen 2 will be better.

Most shops in SLS selling $300+ for 16gb, 3000Mhz RAMs

Hey, I have a question. Are all RAMs from different brands the same. Assuming all have the same speed at 3000mhz, is there a reason to choose 1 brand over the orher? i.e Corsair Vengeance vs the Crucial Ballistix

Guys, do a search for Windows 10 Pro in Carousell, sort by cheapest, put min value to about $3 and you'll see some selling from $8 to $12.

Yes, there is a good reason. Check the Motherboard's Qualified Vendor List(QVL) of memories. Those inside the list are tested by the manufacturer to be working with their motherboards. Some RAMs will work even if they're not in the QVL but it is not guaranteed.

Also, different RAM brands may have the same SPD rating but different CAS latencies

From what I find, the build of the RAM (physical) makes a difference.
Some are bigger than the other, and it does make a difference in heat transfer.

But most of the time, RAMs with heatsink isn't necessary at all. Most of the pricing is on the brand themselves. If you want to go budget, just get a decent RAM that probably aint corsair.
