I will be re-using 2x Dell U2417H.

Will you be able to recommend a rig for intensive browsers usage, i.e 20-30 google chrome browsers

minor usage of photoshop and dreamweaver.

Do I need 32Gb DDR3000 ram? Processor?

Chrome is a memory intensive browser more than CPU. However, chrome will manage what memory you have easily. 16GB is more than sufficient.

For Photoshop, processing raws, it is good to have 16GB Ram, not necessary DDR4, 3000 mhz.
Processor would be Intel i7 for 4 Cores 8 Threads or Ryzen R7 for 8 Cores 16 Threads

Notes :
1700 Needs to be Overclocked to 3.8Ghz. You are able to use the included cooler to acheive 3.8Ghz at about 1.3V and be cool enough.
Gigabyte B350 Gaming 3 has some great support for RAMs, the Corsair LPX 3200 CL16, ver 5.39 should be able to hit 2933 or 3200 easily.

Intel i7-7700k can easily be overclocked to 4.9Ghz, sometimes 5Ghz but need beefy cooler. Not included in the processor, that is why Cryorig H7.
A Z270 is required for O.C-ing i7-7700k so choose a price/performance board, Asus Z270.

Samsung Evo 960 M.2 250GB for Windows and game storage. Photo temp usage.
3TB Hdd for everything else.
Add 1 more fan for Fractal Define C to improve cooling. Should cost extra $25 at most.
Many are letting go of 2nd-hand GTX 1080 for the price of some new 1070, worth it. Another Example

You're welcome.

It is your choice after all. $2500 can get you a really good PC capable of running the latest games. That is why there is a $700+ graphics card.

If you do not game, you will not need such a card and can get a powerful workstation PC at much cheaper price.

So other than browsing/some photoshop, do you use it for playing games? editing videos?

A lot less noisy than stupid Intel stock fan. M9i is 9mm tower fan. Not really good for oc but superb for locked processor and replacement for intel stock fan.

Contrary to popular belief, 4.9GHz is not a easy target for 7700K, not because the chip is incapable but rather temps.
It is a hit or miss with Noctua D15/Cryorig R1 or or lower performing 240mm radiator due to temperature spikes at the likely required voltage. Let alone an average $50-80 cooler like the 212 EVO or H7.

If you price in full tower heat sink + maybe processor delid (for 4.8GHz+ stable, voids warranty)
you will blow way past the cost-effective route. There must be some mental preparation on costs if you go with this option.

Otherwise there is a ~$88 motherboard by Asus ($78 for long time qoo10 users), 2 DIMM slots, local warranty.
Compatible processors are skylake/kabylake Xeon e3 or core i. Quite cost effective.

for business use, i don't think u even need a GTX 1060, on board or a 900 series, or even gtx 1050ti is more than enough. since u don't do video rendering or gaming. invest on a good cpu and ram combo will be nice since u open a lot of tabs, more ram certainly will help. But of course, unless you have other uses that require GPU usage beside coding and some photoshop.

that's being said, don't really recommend OC on business or programming pc. stability and longevity should come first priority for business. so system 1 seem okay imo.

4.9GHz set some of them back at 99 degree celcius under full load which is out of the comfort zone for running the rig at this speed always. Those whom achieve 5GHz definitely has their i7 7700k delidded.

mine with stock speed is already reaching 70 to 75 degree celcius under full load

This is good reference for the most, except for OC frequency expectations. He's using the bare minimum cooler for ~1.3V (D15), the system is already semi-stable for 5GHz. Btw he's using a good chip undelidded that has a good chance of hitting 5.1GHz delidded. But not golden.

People getting average or below average chips coupled with our local ambient temps should get poorer numbers very easily. 5GHz OC is a marketing misnomer unless delidded + top full tower heat sink or better and there is also an element of luck in it.

I'm sorry to trouble you guys again. The vendor who quoted me earlier is far from my office in KL, thus getting another quote from other PC shop.

I have taken feedback from one of the reply that I do not need a high end GPU since I dont game. Preferred a mATX to save some space.

Is this good to go?

Look good. Inwin 301 is a pretty bad case though it's tempered glass is sexy, the ventilation is not that good especially running a hot 7700k. Do consider Fractal Design Define Mini C.
