Any recommendation for a power saving PC for 24/7...
Using it just for Internet, watching Videos and Torrent...
Maybe use it to host a simple personal website in the future...

I considering buying cheap $300+ laptop but scare overheat...
Win8.1 tablet don't know can do it or not with HDD addon...

Any suggestion?

there is no power saving PC for 24/7 usage... you can only opt for those miniITX? that uses the lowest wattage power supply like 220W to save on power consumption. Use those low power GFX card or best use the on-board GFX on the mboard and install SSD.

Looks good.
Now the dilemma.
Buy that Window 8.1 with Bling version or buy the barebone and buy 4GB of RAM and 500GB 2.5 HDD + OS :/
It's a no brainer choice.

$319 - 10% (Lazada 10% Storewide discount) - $15 Wireless N USB adapter - $125 Windows 8.1 - $70 64GB mSATA SSD - $29 2GB DDR3 SO-DIMM = $48.10 for the barebone alone

Power saving:
1. Haswell (better power saving when idle compared to IVB)
2. Intel Atom (even more low powered)

+ high efficiency PSU.

Drawback: price.
