recommendation for new android phone

hi all,

thinking of upgrading my iphone 4 ...

Currently i am thinking of getting a a new phone with Ipad mini screen size + android or iphone OS..

i was hoping that the ipad mini 2 has calling function... BUT sad to say >> DONT HAVE...


Q1) so i think i am only left with pad mini screen size + android OS..? is it true??

Q2) any good recommendation? price> using ipad mini/note 2 as a guide.
