Hi all the experts, I currently have this setup and was wondering what are some of the parts that can be re-used and upgraded. I am concern if the relevant upgrade will be compatible with the existing setup so looking for expert recommendation. Thanks!

Question is why do you need to upgrade? What is the use case?

The only thing that need upgrade is maybe just another 8GB ram with same specs, and perhaps a GPU if gaming is your concern. Otherwise, your pc is very relevant even with today's games. Don't waste money unnecessarily since your budget is not there at all.

most likely the graphic card to 1070 ti and SSD 256GB
