U can look at 2nd hand cars. I've looked at Nissan sylphy. Quite spacious and comfy at the back. I almost bought but calculated the depreciation and thought that buying an old car is more ex than buying a new one.. So now contemplating on new car. Still, the prices are crazy...

You will need more than a 5 seaters car.

Used:

Nissan lafesta
Toyota isis
Toyota sienta

You need something boxy / practical yet not luxurious to keep within budget.

is there really a need for a 7 seater? none of the baby seat is going into the 3rd row anyway, and i'm thinking there is a need for someone to be seated alongside the 2 baby seats, so wouldn't a wide enough 5 seater be more appropriate?

true..
then buy toyota camry.. or hyundai sonata.
or kia... can liao.

but even if you can go for 7 seater..
please dont go for those small 7 seater.
u r endangering everyone's life.. especially the people sitting behind..
can you imagine if someone just knocked from behind.. (not those high speed fatal type).. there's no bumper and boot space to cushion the impact at all

Wnether you prefer a 5 or 6, 7 or 8 seater is your choice. Can help to highlight things to look out for:

Car must accommodate the growth of your twins from 2 infants seats to 2 child seats to 2 booster seats.

Kids below 1.35 m need car seats. That's probably about primary 3 height.

Front seats absolute no no to place kids as cars nowadays usually fitted with air bags that will kill kids on impact. 3rd row also a no to place kids.

Childseats are usually large. Crawling into a sedan to squeeze between 2 childseats may not be comfortable. Test it out with your friends car or take a look at what it looks like for your friend single child seat and imagine the space for yourselves.

Do you prefer fast access from front seats to back with an aisle for you to walk? Some mpv allow such options. 2 x 2 x 3 configuration.

Do you prefer to stagger the seats in 2nd row. Captain seats x 2 allow staggering such that adult in 3rd row can oversee the 2 kids in 2nd row. Imagine in the following link.

toyota.jp

Boot space for your twin pram and diaper bag.

Space for feeding babies. Very important and you would appreciate a car that allows it when feeding rooms in malls are always full. Usually the space is insufficient because the frame of the 2 car seats block and make it tough to cradle and feed a baby. This is ideal but tough to find. PIC no. 4

Lastly, congrats for having twins!

I have 3 kids and i shared the same thoughts as you.
Personally, the car will not be full capacity most of the time so a MPV doesn't quite make sense for me, considering it consume more petrol than typical bread and butter saloon/hatchback.

In anycase, there are many cars out there that can sit 3 behind quite comfortably. I believed it shouldn't be too difficult to find one.

Perhaps you can consider finding one with a flat base for the backrow so that the person in the middle can rest his or her legs more comfortably.

If you don't mind SUV, CRV (3rd generation 2007–2011 model.. not sure about the current new one) is one of the v few cars that can have 2 child safety seats + 1 medium-sized adult sitting in the middle comfortably behind. The back row has a flat floor too, no hump in the middle.

I'm doing that. Actually took measuring tape and measured the backseats of Hyundai Tucson, Audi Q5, Toyota RAV4, VW Tiguan and Touran, Honda Stream, Toyota Wish ... all cannot (BMW 523i almost can, but not v suitable due to design of backseat, plus a big hump in the middle).
I'm using 2 x Maxi-Cosi Priori btw.. if you use Britax, you need even more width.

Any bigger you will have to go for VW Touareg ... same platform as Porsche Cayenne and Audi Q7. If go for Cayenne, have to choose the ones with ordinary seats, not the sports version. Quite awkward when I took out measuring tape at the Porsche showroom :p

Find out the measurements of your child safety seats... then the internal dimension of the car with allowance. This is because many car seats are not totally flat and have some curve/bulge at the sides. In that case, you cannot just push/squeeze the child safety seats all the way to the sides to make more space for the middle.

If you go for a regular 7-seater MPV like Toyota Wish/Honda Stream, once you use the 3rd row, there is basically not much space left for strollers etc. So a bit no point also.
Moreover, most probably you will have to put one safety seat in the 2nd row, and the other in the 3rd row. Don't think you can squeeze 2 safety seats in the middle, as one seat at the side must remain free so that you can access the 3rd row.

Out of all the cars mentioned, which one has no backseat hump in middle?

Other things to note:

1) Higher seat entry point.

You don't have to stoop/bend down so much to put you kid/s into the baby seat.

2) Longer wheelbase

With 2 bulky baby seats at the sides, sometimes there is no way for anyone to squeeze inbetween the baby seat and the car door frame & front seat to ingress/exit the middle seat.

This can be dangerous in times of emergency. The person sitting in the middle will essentially be trapped.

3) Large squarish shape boot area.

Twin baby prams are pretty large and bulky. Whatever car you test drive - bring the pram and baby seat you intend to use along to see if it can fit.

No point getting a car that will be useless in carrying all the neccessary baby transport/feeding/distraction (toy) equipment.

child seats are wider than most adults. With 2 child seats, the 3rd person won't have much space, even if it is wide.

buy a mini bus.
